Download priviledges revoked

I tried to dowload the latest 168 file. This is the message I got. What is required to have "sufficient priviledges"?

I did send out a mass email to about 56,000 members.
A lot of members give addresses that they don't use or are bogus.
Those would be the ones that don't know about the Subscription charges.

ok good to kno satbum i never thought of givin out a bogus email ! maybe because thats too much work for me!
