burn a dvd

I've been trying to convert a recorded movie From an external hard drive that i recorded of my sonicview 8000 I cant seem to find a program that will covert it to
a svcd or some type of DVD file Any help would be greatly appreciated

Try using Video Redo to change it into a familiar format and then burn as a DVD.
